This also for some crazy reason causes syncing to Outlook 2007 to fail. I don't know if this is true of any other version but syching to 2007 is impossible.

You must download the 4.14 install. If you want to sync with Outlook 2007 you also need the 2007 conduit update. Uninstall any versions of Palm desktop. In turn, right click on each of these 2 installer exe's and click properties. Click on the compatibility tap and put a tick in "Run this program as an administrator". I also put a tick in "Run this program in compatibility mode for:" and selected "Windows XP (Service Pack 2), however TechB didn't and it worked for him.
Install the Palm Desktop as you normally would. Follow it up by installing the 2007 Outlook Conduit Updater.
When you are done, close Hotsync from the systray. Then navigate to the palm program directory and right click hotsync.exe. Set it to run in administrator mode like before. Do the the same for palm.exe. Now you can run hotsync.exe. Right click on the systray icon and click setup. Set it to manual so it will not start with windows.
Reboot.
You should be good to go now. You can sync with out look or change the default settings of the conduits.

A few notes

You must manually start hotsync when you want to sync. When you do you will have to deal with a security window. I assume this is why techB suggested that it not load with windows.
For some reason you must have outlook closed to sync and TechB says sometimes it takes a couple of times before it works.
Good Luck.

The Vista Hotsync Guide for Palm Desktop 4.14 (e) with or w/o Outlook 2007

The Problem

An error that is sometimes found in vista, both using the newest beta 6.2 Palm Desktop and in the last non-beta version 4.14 (e) is altering the default settings for conduits. If you left click on your hotsync icon in the systray and click custom, this is where you can change the settings for whether the desktop overwrites the palm (in our case the Treo 650), the palm overwrites the desktop, they synchronize or whether nothing is done at all. The glitch (which caused me to loose all my data on my phone, luckily I had a 2 week old backup) is most easily demonstrated by changing the settings (you can even set a new default) and then returning to the setting screen. They will have changed back if you are experiencing the glitch.

This also for some crazy reason causes syching to Outlook 2007 to fail. I don't know if this is true of any other version but syching to 2007 is impossible.
