This is a GSM Radio On/Off skin, you will only see it when you turn your Radio on or off (long press of the Power button).
*** It will not work if you have any other dialpad/splash screen installed ***
To remove the custom splash screen, use a file management app to delete Phone_WARS from the Treo's RAM.
sl5400: all this did for my unlocked 650 gSm phone was give me a bright red SPRINT splash screen that I cant get rid of! 
frauleinannika: I have this and it's cool, but I don't quite understand how to delete it from the RAM. Does that require syncing?
